What’s a good method of training my dog to not sniff people’s crotches?

My Husky has a bad habit of getting a bit TOO personal with people who come visit, and even sometimes people living with him.

I understand that this is normal doggy behavior, but I’d like some advice on how to correct it.

We all bathe daily, so that’s not the problem :-p

Also, he’s really stubborn, and when he’s called he runs the other way, wanting to be chased. We’ve tried obedience school, but even the trainer had a hard time seeing as he doesn’t really care about food. Seriously, this is the only dog I’ve ever seen who will snub his nose to a dropped hamburger. So, as a part 2 of this question, does anyone know how to reinforce "come" without food.

He will come if I say "walk", but he won’t come for my mom when she says it because he knows she’s lying. But I don’t want to bring him for a walk every time I want him to come either!
He is fixed, but he was abused as a puppy so his behavioral problems started before we rescued him.

    We teach (our detection dogs to sniff) This will help with your problem. First take a object that is smelly like liverwurst or tuna or dirty socks. It doesn’t matter what the object is as long as the smell is strong. Tell your dog to SNIFF and stick it right by his nose. As soon as that nose twitches, reward your dog with praise and tell him he is brilliant. Make a fuss over his nose twitching. Repeat GOOD SNIFF 3X. Do this with different strong smells (vanilla, cherry syrup steak citrus etc.) Use your imagination. He doesn’t get to put any of these items in his mouth. The praise is his reward. OK now the good part. After about a week, set up 4 boxes on the floor. Put scent items in each. Walk him past the boxes on a leash. As he passes 3 of the boxes - tell him to Sniff and Praise him. As you approach box # 4, say NO SNIFF (use your big dog voice) and add a leash correction if need be. As soon as you get what you want Praise the NO Sniff command. Now he is learning the words so be patient. When you take him out, occasionally use your Sniff or NO SNIFF command. This will take about a week to be solid. If he makes a mistake, just take him back to where he was right and start there again. Be patient. It will only take a couple of weeks to sollidly teach this. Now you will get what you want. Do not do this until you are sure he knows his words. When company comes over, ask them to call you on their cell phone before they arrive at the door. Put the dog’s leash on before they arrive. When the door opens Tell them not to acknowledge the dog at all. Just tell them to ignore him. You give him the NO SNIFF command just before you open the door. Remember one dog = one command. Tell him NO SNIFF and then make it happen. After about 5 min. Let them pet the dog. Keep him on a leash. If he behaves, Praise Him, If not correct him and try it again in another 5 min.
    If this works I’ll be happy to help you with a solid Come command.
